چکیده

This paper uses Wirl’s [Wirl, F., 1995. The exploitation of fossil fuel under the threat of global warming and carbon taxes: A dynamic game approach. Environmental and Resource Economics, 5, 333–352.] model designed to analyze the long-term bilateral interdependence between a resource-exporting cartel and a coalition of resource-importing country governments for investigating under what conditions a carbon tax would make it possible for the coalition to appropriate part of the cartel’s profits. The results show that the tax defined by the Markov-perfect Nash equilibrium is a neutral pigouvian tax — in the sense that it corrects only the market inefficiency caused by the stock externality. However, if the coalition acts as a Stackelberg leader, the strategic pigouvian taxation allows importing countries to capture part of the cartel’s profits. This transfer is the result of an initially lower producer price in comparison with the value corresponding to the Nash equilibrium. The strategic advantage of the importing country governments reduces the discounted present value of the Marshallian aggregate surplus.  2001 Elsevier Science B.V. All rights reserved.

Optimal redistributive taxation in a multi-externality model

This paper extends the previous literature on optimal redistributive taxation in the presence of externalities to a multi-externality setting. While taxes on income and on 'clean' commodities are still una ected by the externalities, which con rms previous results, I nd that the existence of more than one externality-generating commodity has important implications for the optimal Pigouvian tax ...

Collusion Helps Abate Environmental Externalities: a Dynamic Approach

We investigate the bearings product market collusion on the abatement of polluting emissions in a Cournot oligopoly where production entails a negative environmental externality. We model the problem as a differential game and investigate the feedback solution of two alternative settings: a fully noncooperative oligopoly and a cartel maximising the discounted profits of all firms in the industr...

Taxation and the Allocation of Talent∗

Taxation affects the allocation of talented individuals across industries by blunting material incentives and thus relatively magnifying the non-pecuniary benefits of pursuing a “calling”. If higher-paying industries (e.g. finance and management) generate less positive net externalities than lower-paying professions (e.g. public service and education) this may enhance efficiency. We develop a t...

Pigouvian Taxes: A Strategic Approach

This paper analyzes the problem of designing mechanisms to implement efficient solutions in economies with externalities. We provide two simple mechanisms implementing the Pigouvian Social Choice Correspondence in environments in which coalitions can or cannot be formed.
